my sister would like to be insured on my car but we are both learners so she can not be insured on my policy. can she take out her own on my car?

no she cannot, that would be dual insuring, and is illegal in everystate. If she is a learner and does not have a license she should be covered automatically under your policy until she gets her license anyway. Insurance company cannot insure unlicense drivers.

You can't be insured on a car until you have a license. Once you get your license you can be added to another persons policy as a secondary driver on their car. But if you each have your own car, you would each need a policy on your car since insurance follows vehicles, not drivers.

No. Your policy will say that once another policy is taken out on your car with another company - then your policy will stop. Have your sister talk to your agent. Your agent may be able to offer advice on what to do to make sure there is proper coverage for you both and the car.

No, only the owner of the vehicle can insure it as only the owner has "insurable interest" in it.
