Street lights operate on mercury vapor. Some parking lot lights operate on sodium vapor. Those are the reddish lights, if you've seen them. The flourescent lights in your home operate on argon vapor. And of course, you've seen neon lights which operate on neon vapor.

When any of those lights are not working, the vapor (or gas) is still inside the blub and nothing is happening. There is no more effect to people than turning off the flourescent light in your kitchen.
