Short people are very difficult to fight because they have a low center of gravity. And if they have speed, it's even worse.
You didn't provide enough information so I'll give you both answers.
If it's a stand up fight, you use your longest weapon against the closest target. If he tries to rush in, just stick your leg out, and make it impossible for him to get close to you and hit him as much as you can while you're out of his reach, but he is within yours. Since you have lengthier limbs, it's harder to hit him when he is closer to you. However, if he does get close to you, stop punching, and start using your elbows and knees.

If this is grappling, shorter guys are better at squirming out of everything. And they also get better leverage if they put a lock on your limbs since they're long. Instead of going for a limb, try going for the head and the body. You'll have an easier time with that.

The best way to win is to control your opponents movements. Instead of waiting for them to hit first (which seems to happen a lot) attack first with something that they won't expect. Or just taunt them to get them to react first and from there on, keep on throwing things that force them to attack as. This means, you're controlling their movements and you get an idea of what they're going to do next and how to beat it.

Use your instincts and try not to think too much during the fight. You're suppose to do all the thinking before the fight. That means practice so you won't be thinking during the fight.

On average your "reach" should be a good bit longer than his.
Use your distance,(reach),if he rushes in past your reach side step and counter.

Not all short guys have a shorter reach, but for the most part they do.
I am 5'6' but I can reach my knees with my finger tips without bending.Finger tip to finger tip my span is 73".
The average span is equal to your height,(my height is 66").So it can happen that a short guy can have a longer than average reach but it is rare.
You can get a quick judgment of his reach by paying attention when he has his arms at his side, even at a distance you will be able to sum it up quickly.
(If he can pull up his socks without bending over, take a pass and become friends with the guy)

Everything has it's pluses and minuses. With my long reach I can strike when my opponent thinks I am out of range.
On the ground long arms are in danger of being broken,(dislocated at the elbow), by guys with good ground skills.

A great philosopher one said " Every man has a plan till they get punched in the mouth"... Mike Tyson...this was before he became a total loser. But its true.No one can realistically answer this question without knowing what other kid's skills are. So be careful of these laptop grandmasters giving you advise without evening knowing you or your opponent's ability.

Some people will say to keep him at a distance and use your reach, I recon if you are stronger than the guy just keep pushing and never let up, you dont want to be fighting for a long time

Lol. Pound him into the ground. For hand techniques, just slam the bottom of your fist on top of his head as hard as you can in a hammer strike until his feet gets buried into the ground. For foot techniques, an axe kick on top of his head should do the trick : P

I would start with Kicks to the legs then work your way up to the head when you can see him starting to feel the pain in the legs, and once the hands drop a little bit, thats when you attack the Head
