I supervise someone who is bi-polar. She admitted that she got off all her meds back in May. She has been a miserable person since. Anyone who can offer some suggestions on how to work with her would be greatly appreciated.

You need to bring her behaviors to her attention, explain how they are impacting everyone around her and ask her to consider taking her medications again.

I would call the person in and have a talk with them. Explain the situation at work since they went off their meds and tell them if they do not go back on their meds so they are not miserable any more you are going to replace them.
