Best for what? There is nothing better than Windows in terms of software/games availability. OS X is quite good but the software is more expensive and the choice is scarce... Linux is mostly free and it supports a lot of hardware but again, there is not much software available.
So, think what you want to do with your computer, what software is the best for you, what operating system it supports. In most cases your choice is Windows.

OS X. Apple is number 2 only in volume. Most apple converted PC owners like myself will tell you that OS X is hands down better than MS. I'm talking commercially available OS's. (not including Linux)

I'm a big fan of Linux. The learning curve is a little higher than with windows, but it's very good, stable software.

there is nothing better than Windows XP... for the time being Vista still has too many bugs so i would go with XP
