The absolute best program I have found so far is Adobe Photoshop. However, if your budget isn't within Adobe's boundaries, another great program is Google Picasa (2). I ust both programs, and they work great! Try out the websites in my sources area. Good Luck!

Vista has some if limited editing capability. Right click your photo and select Open with...Windows Photo Gallery, then Fix.

Photofiltre, Picasa, GIMP and Irfan View are all good quality free programs. GIMP has the most features but it's annoyingly complicated so Photofiltre is probably the best to start with.

Much like the others, you can get Gimp, Photoshop and Illustrator. One not mentioned is Inkscape. It's an Opensource alternative to Coreldraw and Illustrator.

Download google pack, there's a photo editor on it. IMO downloads from google are usually pretty darn good!
