njr is not a common file extension. I would say try opening it in notepad or wordpad.

This is the only place I've been able to find that mentions anything about a .NJR file. http://www.matsike.com/matsike_cuctrl.htm
It's called Nice Theme API...not a clue what it is or how it works, but apparently an NJR is a "...nice join theme resource. The....njr files are regular dlls, that contains the bitmaps and data for the nice theming engine."

I believe it is a specified identifier for sometype of unique program or a designated back up file from part of a partitioned drive. I couldnt tell you exactly with out more info.
