go to the vet and ask for a Gentle Leader. It looks like a muzzle, but its NOT. It changes where the dog can pull from. My Great Dane-Rottwieler mix cannot pull me at all. Do not put a harness on him. it will only give him more leverage.

Well, for training to work, everyone needs to be on the same page first off. I have a 1 year old german shepard and I tried a lot of different approaches and found the a walking harness called easy harness is perfect for him. I can now walk him with no worries of pulling, etc. I also keep treats on hand and lure him in the direction I want, but only give out treats when he is behaving 100% on leash. Try jogging with him, seems like he needs to burn out a lot of energy. And also, go to a trainer and learn commands and basic obedience for him. It's a lot of work, but seems like he is just not used to being on a leash or going for walks on a daily basis which is what he needs to be a balanced level headed dog.

Try a couple of things. Get a stronger leash and collar. Go to classes that teach how to train dogs. Use a "choke" chain following the instructions closely. They are very good training tools when used correctly. They don't actually choke dogs when directions are followed. They do work. Personal experience with a 65 pound mutt.

Use a harness instead of a collar and keep the lead short and close to your body. If he begins to pull and get rambunctious, stop walking, have him sit for a minute until he is calm and then begin walking again. It may be tedious for you at first, but he will get the idea.

you must be the leader at present he thinks he is the leader and you just a follower. Take charge and hold him short on the lead, correct him everytime he pulls to the front, firm but not harsh. You have to become alpha dog, after that everything will fall into place.

Try keeping his collar high on his neck for easy corrections, or using a Halti or a harness for a little while. Both will give you better control. In addition, dogs are not born knowing how to walk at heel...they must be tought. Here is a link to help you train him to walk at your side.
