Goldens are a very needy dogs and will follow you all day non-stop chances are that she is nervous that you wont always be there (Ive owned three Golden's) shes young still an as long as you socialize her to be used to alto of humans and other dogs she will be fine problem is she isn't used to her surroundings, take her for walks and keep her active so it keeps her mind off of it cuz like I always say and do a tired sleeping puppy is a good puppy lol take car good luck and just get her socialized.
P.S. To the first answer moving your dog may not be the best answer for you as moving can be some what traumatic to dogs, I just moved my 6 month old puppy and it took a week of going back and forth from my new house and the old one for her to be comfortable enough to be her self

This will take time. Start small. Leave a window or two open with a screen of course for an hour or so each day and sit beside her as she looks out the window to see the world. Pet her, talk to her in a calm voice and just let her get used to the sights and sounds of the outside world around you. if you have a porch take her out on a leash and sit on the steps with her for a short while and keep reassuring her with praise and a few treats. Then try and walk her maybe for a block or so and repeat with the praise and treats. Next try a small dog park where she can interact with other dogs. Basically it's just about getting her used to the sights and sounds of her environment. Good luck with her.

I'm actually in a dog class right now in college, and so far we've gone over two ways to handle fear. The first is called flooding ( but isn't highly recomended) and involves forcing the dog to be near what they fear and stay there for maybe 24 hours or so. You have to make sure they can't get away from it and they eventually get used to it. I wouldn't use this technique, it just doesn't sound very nice, I just put it up because I've heard of it.
The other way ( I already forgot what it's called) involves slowly introducing the dog to the stimulus. You want to do it so the dog never shows any fear, so you bring her to the loudest spot, or show her the loudest noise she can stand without showing fear. Everyday increase the intenssity of the stimulus, but never let her become afraid, if she shows fear, go back a level for a few more days. The bad part of this technique is it can take forever. But it is safer than flooding, and more permanate once you get the result you want.
Sorry I don't have any more ideas, and good luck, I own a fearful dog too, that I am now working with with my dog professor.
Oh, and I almost forgot, if she is slightly afraid of people( not just the noise), make sure they don't try really hard to get her to come to them. If they look at her in the eyes, and bend over her or something like that, she may always be afraid of that person. That's what happened to my dog and my grandma. If people really want her to come to them, it's best if they just ignore her, and let her come to them. Do not look at her in the eyes if she's afraid.

You socialize her.. Get her used to noises, people, places, other dogs, kids etc.. You should have started 2 months ago getting her used to things. It's much easier when they are young and more open to new things.. Sign up for some classes, it's good socialization.

Keep treating your dog with love and patience. Give her a chance. It is possible that your dog's personality/character is a very nervous type. If this is true, then she will never get over it. I doubt this is the case. Hang in there. Be consistent.
