According to Dell a standard S-Video cable (that's your 4 pin mini-din, available at fine retailers everywhere) should plug right into the 7 pin mini-din jack. It looks like the pin spacing fits, and S-Video is on practically every piece of AV equipment built. You will also need the sound cable to plug into the headphone jack for the TV. If your not sure what to ask for either print the following link, or find the same section in the owners manual, and take it to your local electronic retailer.
And to mark-x, it hasn't been that many years. I still buy win2k machines with the reliable 6 pin mini-din plugs on them. For some reason the mice and keyboards last a lot longer than the new USB type

Been a LOT of years and I'm trying to remember...
Your last question, for the number of pins, try plugging an old 9-pin computer monitor into your 15-pin jack and see how well it works. No, they're not interchangeable.
I thought a company I used to deal with for odd items was RCS Electronics but I can't find them. There were a couple others. Newark Electronics is still around, and they'll probably have what you need.
Not much demand for mini-din anymore. For the rest of you, mini din connectors is what your keyboard used to use about 15 years ago. MAC and S-video are both variations of the mini-din style.
