He hangs around the bar I go to even though he doesn't drink anymore. I thought it may end when he started dating this other woman, but no, he moved her in 5 doors down from my house. Neighbor says he comes to a near stop in front of my house every time he rides by.

talk to the police there about a restraining order. He may just be a nuisance but sometimes someone like that becomes dangerous as well so it would be a good idea to let him know, by the restraining order, that the police are now involved. If you have friends at the bar perhaps they will not let him stay there if he isn't drinking. If it is a busy bar, they may not even realize that he is doing that and will be glad to chase him away.
