Yes they do make them more visible to low fling aircraft but that is not why there installed. They are there to stop birds flying into the lines. It not only kills the birds, they can also damage the lines which can operate the protection and the circuit is switched out. Consumers of electricity do not like there power being turned off. Especially by birds.

The red and white balls enhance the visibility of the wires for aircraft, especially helicopters. They do not serve an electrical purpose.
