No, this is not too much money to qualify for financial aid. You can get fin aid no matter what your family income is. It's the type of fin aid that varies depending on income. Yes, the state you live in is determined into the formula the Dept of Education uses when calculating amounts. I am assuming you will not make this while attending school. More than likely the majority of your loans will be unsub, meaning the interest that accrues while in school is not paid by the government. Your FAO has alot to say about how much money you will get and since you are in an expensive part of the country, you should get enough to pay for school and some living expenses.
