It's like a$$ hole. It's an insult none the less. Some words can not be translated just to one word, but more of the meaning behind it, that is how translation works.

Pendejo is a spanish slang word for idiot,stupid or dumbass. It is obviously NOT a compliment.

In Texas it is the ultimate insult. It is rather involved. But it means"Your wife is messing around on you and everyone but you knows it, that's how stupid you are."
It has even caused a U.S. Congressman to swing at a heckler. It is very very bad.
I have heard it all my life to mean that.
