Could be he has dry skin, a reaction to the flea killer, his food. Try going to the pet store and getting a suppliment for skin health, or putting a dab of vegitable oil on his food might help. Here's the best idea.... take him to the vet.

Well, when did you last treat him? He needs to be treated every month or he will get reinfested! And the house needs to be sprayed periodically.

What was the 'really good' treatment you got? If it was from a pet store it was unlikely to have worked very well at all. You only get 'really good' treatments from vets, and they have to be used monthly.

If he's got a flea allergy, even one flea (not that there ever is just one) will make him scratch like crazy, so you have to take extra precautions, like regular spraying of your house, careful monthly defleaing of your dog and perhaps even getting some Program tablets for extra protection.

He must have an allergy. Could be from the flea bites if he had them, could be house dust mites, allergies to pollen, grass ect. My Westie is allergic to Oak trees and acorns and as we speak has been to the vet and is on a course of steroid tablets for two weeks. These stopped the scratching and nibbling of feet within 24 hours. Nothing else worked and boy did I try everything. Its cheaper for the vet to prescribe than all the gimmicks on the market.

I agree with downie. The absolute best bet is to take your dog to the vet! He could have flea allergies, dry skin, mange...any number of conditions. As pet owners, it is our responsibility to take care of our pets the best we can and that includes trusting our professionals. Good luck.
P.S. I don't recommend using any human products on a pets skin as dog and human pH's differ. You can actually do more harm than good.

Try a good oat meal based shampoo. I use Aveeno baby shampoo.
