What I mean is do they have a certain down time, or do they keep going every Saturday night year round? If I go to 12 hours at Sebring, could I also take in some local late-model stocks while I am there?

Every short track I know of around the country has an official season opener event and a season finale. Teams need a little time off during the winter to build, rebuild, and get ready for the next season. Many of the tracks around North and South Carolina have a few events during the winter but nothing part of the points chasing season. Check out Chasinracin.com's track locator for a short track near Sebring. The 12 hour event is awesome! Be careful where you go when the sun goes down.
