Last time I checked, which was a LONG time ago, you had to be a Law Enforcement Officer OR be in the application process for the CHP to get a ride along. And if memory serves, you have to be a minimum of 21 years of age.
Now that may have changed, but the CHP had/has much stricter ride-along policies then most other Agencies.
Your best bet would be to call the CHP Station that you want to do the ride-along with and ask them what the requirements are.

Ridealongs with CHP aren't so much age based as "act of God based." I'm a sworn police officer, at one point I was considering going to CHP, the on-duty sergeant had to get permission from the area commander (a Captain) to allow one of his officers to have a ridealong.
Your best bets are, either to become a CHP Explorer, or, if you've applied, let them know you're testing to become a CHP Officer, they may allow it then. Other than that, age limits are based on the agencies' policy. For CHP, I believe their policy is 16.

You usually have to have a reason.
You can't just be a burden if you're not part of a program or team.
Police Explorers can do it, I'll be doing it soon.
Otherwise youre just a kid sitting in the squad car for no reason, leaving the officer liable of you. Something could always happen. Officers with a ride-along don't automatically only get safe calls..
Or you could get arrested.

Most police departments will allow you to ride-along with a training patrol officer or someone of that nature. Usually you will have to explain to them that you are interested in attending the academy etc...

Things are starting to change. My local and County law enforcement has banned all ride-alongs. We had a fireman killed in a wreck while riding with a Deputy Sheriff. He was thinking of joining the department.
