Those countries whose people tend to return back home, and spend money rather than use services while visiting, tend not to need visas. Where the opposite is true, visas are required.

Probably because these countries find it unlikely that Americans are going to unlawfully overstay in their country. I'm guessing that they want to encourage Americans in visiting by making it as easy as possible for them to come.
