The answer is sort of yes and no. If the place is a bar and grill, meaning they also serve food, then minors can enter, but if it is purely a bar and only has a primary purpose of serving drinks, then they will check IDs at the door.

New York State law is that some places can allow those over age 16 with a parent in. Some places will allow - as long as he's pretty much glued to you. Usually those places have some kind of live music or a restuarant attached. You'd need to check with the specific places. Otherwise, they're kinda strict about it. A liquor license in NY is more than $10K a year to have, and most places won't risk that.

No, he can't. Most bars will check IDs at the door. Even if he's only going to have a Pepsi, most bars don't want the liability and the ridiculous fines that they'd have to pay if he even took a sip of your drink.
You have to be 21+ to drink in New York City.

There is a goofy glitch in New York. You need to be 21 to drink, but you can be a bartender at 18.
So just tell them that he is doing research to see if he wishes to work there.

Most of the bars that I go to regularly don't card at the door, or if they do, they won't until after 10pm, so, yes, you can probably take your son with you.

Some establishments dedicate one day of the week to be liquor free so if you find one like that then he wouldn't have a problem.
