"The Satanic Witch" by Anton LeVay is actually more about teaching female Satanists how to use both their natural assets and social assets to manipulate and control men. Yes, I'm serious. It does touch a little on the concept of "lesser magic" -- which is basically meditation to focus your energies towards a certain goal. Its not about petitioning a higher power to make an active change for you.
As far as "The Satanic Rituals", the third chapter is entitled, "The Original Psychodrama". Look up the term psychodrama and you'll have a better understanding of why some Satanists choose to incorporate ritual into their lives. Its all based on drama/literature and not about offering up a ritual to a deity.
Pretty interesting stuff, if you're open-minded enough to read it.

I know many magicians who are Satanists, and many more who are atheists but are NOT Satanists.
Magic can function independently of deity, this is often called the psychological model. The basic idea there is you "Create," your own mental constructs [Gods, angels, demons, etc.] to change your mode of thinking. Satanism uses a very watered down form of that, based fully off desire and emotion.
Have you read either of the books you mentioned? The Satanic witch is a guide to using a woman's body to enthrall men, with glamour and so forth. Very little "magic," in the spiritual sense. The satanic Rituals is like the religious part- where the ideas for "Mass," are taken from.
And there is always something there to respond to magic. It's called your brain.

He started the entire "religion" as mostly a mockery of religion. His writings, while having their own spiritual meaning, are mostly just spoofs. People interpret them in whatever way makes the most sense to them. Their rituals are just that - rituals. They realize no magic is going to happen and no one is going to respond to them.
LaVeyian Satanists do not actually believe in any gods, so they are atheists. If anything, they see the inner self as a sort of god figure. The two people above me could use some more information on the subject.

Such magic and rituals are presumed to work partly because of the physical nature of the universe, but mostly because of human nature, definitely not because of the influence of nonexistent supernatural deities.

I am an atheistic Satanist. Magick is a tool we use, but ritual magick does not require a god. you see...that's what makes someone an atheist...not ritual.
