It depends if you both want to marry in Romania or in the USA and whether you both want to live in Romania or the USA after marriage.
If you both plan to live in the USA then this link http://www.visajourney.com will give you information about the type of visas you can apply for and guides on how to fill out the forms. The forum there has a great many members all going through the visa process and is the best place I know to get information.

Can you wait for 4 yrs cos that is the time it will take you to formalise a Marriage.On the other hand if he loves you then marry and live in Romania the exact question that will be asked at the Embassy.
