Like folks have said, if it only has milk it is vegetarian. Try reposting your question with "vegan" instead of "vegetarian" and you'll get the more useful answers you're after.

you might be able to find some organic milk powder or some substitute milk powder

yuck.. buy your own candy corn. Why would you want to make something like that when it's so easy to get. It's vegetarian.

If it only has powdered milk in it it's already vegetarian.
