Yes, that is the entire difference
Lacto-vegetarian: Consumes dairy but NOT eggs
Lacto-ovo vegetarian: Consumes dairy(lacto) AND eggs (ovo)
the "vegetarian" part, of course, means you consume no meat.. This means no animal had to die to provide any of your food. Insects are animals, as are birds and fish.

Oh, I don't know how or why all this ovo lacto crap ever got started but I believed it too against my own better judgment. When I first became a vegetarian I thought dairy products were ok, but I didn't think eggs were until I started hearing all this crap about ovo vegetarian...I thought wow I've never heard of that before and now I realize it's B.S. made up by western cultures to be able to keep eating eggs. In view of the fact that dairy cows and chickens are treated so badly this phony ovo and lacto crap needs to come to an end.
Hey, I am really sorry if I sounded as if I was going off on you, I didn't mean it that way. I just feel like the public is being fooled by these made up things.
ovo means a vegetarian eats eggs
lacto means a vegetarian eats/drinks dairy products

I'm pretty sure this is correct, at least for the most part:
In India, vegetarianism meant you didn't eat animals but used dairy products and no eggs. As far as I know, this was the first culture to have a large number of people who considered this a part of their religion and way of life. "Ahimsa" or non-violence was a feature of Hinduism, Jainism and Buddhism; all three of these religions originated in India thousands of years ago. There might be stricter variations in diet based on religious sect or personal choice, but a vegetarian diet with dairy and no eggs was the diet for those who did not eat meat.
The word "vegetarian" was invented by non-Indians. But in the west the diet included eggs. When more Indians spoke English, they called themselves vegetarian.
Somewhere along the line, somebody added the "lacto" and "ovo" prefixes to differentiate between the two. Medical terminology often goes like that; stringing Latin and Greek root words together to form longer words. Whoever did it may have been in the medical field or was influenced by that.
