Actually, in the West, it is unusual to find people removing pubic hair - except for where it shows when wearing a bikini.
Nothing happens - it does not suddenly need plaiting or anything else like that.
Some people choose to remove it, others don't. It runs no particular health risk either way except for shaving/waxing rashes, pain, occasional inflammation, nicks in the skin, closed pores or ingrowing hairs where people do choose to remove it.

I think your question asks why does pubic hair only grow so long? A:All hair grows to a per-determined length.
this is why we can grow long hair on our head, but never trip over our public hair, it only grows a few inches then stops, or merely migrates to the bar of soap in the shower.
and the reason why you can't braid your nose hair. (most people anyways)
