is dark brown phlegm very dangerous?

i have been spitting out phelgm contantly for one whole year. now its beginning to reallly irritate me there seems to be so much of it in my throat. and now when i spit it our its dark brown and sometimes with blood in it.
i do not smoke

SOME ONE PLEASE HELP ME OUT
