Depends on the condition of your skin. If there is a cut, the virus will get in immediately. If there has been rubbing of skin together, it will take a little less time, but will move in very quickly. It loves mucous membranes (inside mouth, nose, genitals).
In an area where your skin is thick and dry the virus will most likely not penetrate. It dies very quickly in open air. That is why you don't really have to worry about catching it on a toilet seat. The virus must find a live cell to attach itself too. The cells on the outside of your skin are generally dead.
The virus likes moist, warm surfaces. If you feel like you have been in contact then washing it off fast is best.

A matter of seconds. As soon as you think you came in contact with it. Wash the area well. Use condoms during break outs. The person can be having a break out and not know it. Best thing is to take precautions. Like using condoms along with spermicide.
