It's possible. Condoms are not always 100% effective.

Some STDs like herpes and HPV can be spread by DIRECT skin to skin contact. So, even if a person uses a condom correctly, it's only covering the penis and not the entire genital area. Just the rubbing back and forth of the genital areas during sex or foreplay is enough to spread either one of these viruses.

If someone goes down on a girl without a dental dam, or someone gives a guy head without a condom, you can get an STD that way. You can also get Crabs with a condom on. But if you used it right, you can't get a serious STD.

The use of a condom does not guarantee that you will not contract a STD. They only thing that will prevent you from getting a STD is not having sexual contact.

Actually you can!
Herpes lives on the skin not the fluids.
Crabs while not an STD, can be passed on as well...
