my house only has electric, no gas. What is the best way to heat it, since i have to buy a new heater anyway. It only had baseboard which is wasting energy. I'm looking for the best way to save energy, even if i have to pay more now, and wait for the return on savings, thanks

Definitely a heat pump, a resistive heater will turn all the electricity that comes into it into heat whereas a heat pump will move heat from outside into the house (it'll cool the air outside down but that's not something that I suspect you're going to care about).

If you're buying a new air conditioner as well getting a reverse cycle unit will result in you getting a heat pump and would probably be your best bet (though if you don't need a new air conditioner it probably isn't worth getting a reverse cycle unit unless it is cheaper than a stand alone heat pump).

Buy warm clothing, & you will discover like us that you don't catch colds & flu's as much as your friends in over heated houses. We have a ducted reverse cycle heating/cooling system in the home. In winter we turn the system on early in the morning for 15 mins only to take any chill out of the air (goes down to freezing).In the summer we switch over to cooling, also for only about 15 mins. Our house is well insulated & consists of double brick & tile construction.We have tried to take advantage of passive solar principles where possible....Good Luck !

Passive solar is by far the most cost effective and least energy intensive. Unfortunately, it may require significant remodeling of your house depending on the current design.
