Covering letters are most frequently found when applying for jobs:

Ok - I assume you already have a CV or résumé. This may be considered by some as a rather general indication of your work history and experience. To draw particular attention to details specific to the post being applied for, you would use a covering letter. You would expand upon the relevant points found in your CV and explain how they relate to the job being applied for.

Historically, covering letters were by way of introducing someone - for example, if you were travelling from England to Italy on business in the 17th century, you might approach someone who had been there and ask them to write a covering letter explaining who you are and introducing you to a family member or contact in that foreign land - this would provide a character reference and also ensure your safety. They might be considered as the forerunner of the passport.
