Not everyone in the army receives BAH. And if you live in military housing you might get BAH. We live on government housing on post. We receive BAH but it also is taken directly out of our pay. So we sort of get it.
Here is some websites that might be of use to you:
https://secureapp2.hqda.pentagon.mil/perdiem/bah.html
http://www.defenselink.mil/militarypay/pay/bah/
http://www.military.com/benefits/military-pay/basic-allowance-for-housing-rates
Being an E1, unmarried and no children, I would see no reason why a commander would let you live offpost. You will have to live onpost and you will not be able to receive BAH. But you can always talk to your CO or 1st SGT and see what they say.

as an E1, no. you must be at least an E4 and possibly an E5, depending on the specific bases' policy on housing.
The ONLY way you would be allowed to get BAH and move out of the Barracks earlier is if they are more than 90% full. they will allow senior E3s to get BAH and move out in order to make room for the E1s and 2s.

I don't know that much about the Air Force but in the Army they would not let you off base. The only way for a single soldier under E-5 to get off base is if the base has no rooms available.

The best way for you to get it, being as you are young and in the lower ranks, is to do your job well and keep your barracks room up to standards once you get in. I don't know about the AF for sure but in the Navy commands are more likely to grant BAH to single sailors who prove they are trustworthy. But even then the chances are slim until you advance a couple of times.

As an E-1, more than likely no. But you can still request it, your command may approve it. It may also depend on the manning level in the barracks. If they are full or close to full they tend to allow junior service members the opportunity to move out and collect BAH.

nope not as a single E1....if the dorms are more than 90% full MAYBE as a sr E3 (i think the most ive heard is 6 months from sewing on E4) some bases that have plenty of room require ALL single enlisted (clear up till you become a staff select) to live in dorms

yes, at least in the army everyone recieves BAH. You will just recieve a lower rate! However, if you live in the barracks...you will not recieve it. just as if you get married and live in on base housing you will not recieve your BAH.
