Those are two different diagnoses; but they can overlap somewhat.
Your friend can go to a doctor or a counselor. When he went to the doctor, was he compliant with the treatment? If so, he could have asked the doctor to try some other medication; there are many that can help.

Medication and supportive CBT therapy is the most effective treatment combination for Social Phobia a.k.a. Social Anxiety Disorder --300.23 in the DSM-IV, I think if you want to read the criteria.
You might want to go to someone who is more than a family doctor. I would suggest a psychiatrist as they are most familiar with the formulary for these issues.
Most social phobias are responsive to medication and talk therapy.
In extreme cases the MAOI, Nardil is most effective, but a real pain re: not eating certain foods.
Many of the new SNRI's and SSRI's like Effexor XR, Remeron, Cymbalta, Wellbutrin, are quite effective. A couple of benzodiazepines have proven effective---Klonopin and Xanax. But they have some addictive properties that are best avoided.
But have your friend make an appt. w/ a psychiatrist.

I can't relate to social anxiety, but having self esteem issues, I can ask you to stop and think exactly what makes you nervous. Whenever you're out somewhere take a close look at who is around you at the time. If it's mostly friends or people you are used to being around and feel comfortable with, then why the need to be nervous or feel like you have to try so hard? Also, people will probably be off doing their own thing and not paying much attention to you anyway. Gladly accept compliments when you get them- that's what I have trouble doing sometimes. It's normal for everyone to get nervous (even the people who appear to be the most relaxed), especially when you're at formal events or crowded places where you feel like you're on display. Just act how you feel is appropriate and don't worry if you make mistakes. If you need to give yourself a pep talk then do it in your mind so that you don't end up talking to yourself- which wouldn't be a good idea. Keep believing that you're out to have a good time, not to be worrying constantly and if you make any mistakes it's ok.

Your thinking determines your quality of life. Your thinking is what causes you these feelings:
Anxious, fearful, stressed or depressed
Constantly worried, or angry about something that is happening in your life
Struggling to overcome obsessive and negative thoughts.
If you change your thinking, you will change your life. This is the basic idea behind CBT for anxiety. The Cognitive part is where you learn nee methods and ways to change your same old habits and thinking patterns. If you keep thinking and expecting the worst – You will continue to suffer.

i think its a combination of meds and therapy. social phobia and social anxiety are really difficult to overcome

It sounds as though he has an anxiety disorder. He probably needs counseling, and medication.
