Depends on the Division
Foundation University;
Bilkent Üniversitesi = 14,000 YTL
TOBB Ekonomi ve Teknoloji Üniversitesi= 14000 YTL
İstanbul Kültür Üniversitesi = 15000 YTL
Government University ;
Medical Fakulty : 508 YTL

first off he needs to take university exam. this test much more easier than the test for turkish citizens. i paid 100 $ for test. its more like a logic test . its called YOS . examination for foreign students. you can get more info from this web site

If he can have scholarship,its free of course.And they have so many free rights.Government also pays ticket (one ticket in a year)for them.Otherwise Tanju Abi is right.
