Their outfit is of different material. The swimsuit is thicker material and is meant to be shown in public.
Regular bra and panties are thinner, and when wet, they show what the wearer has. Girls know that, and won't wear just bra and panties to the beach.

why do you not scream in a library? It's all about the cultural norms. Go to a beach in Malaysia and you will see it is different there too. A beach where everyone stares at the white girl in the bikini and to be swimming in a full black dress with a veil in normal.

Because that is what society says is acceptable. Meanwhile, they are not bras and panties. They are special swimsuit material. But if you go to some countries (like mine), we wear shorts and t-shirts, or even wraparound skirts, NEVER swimsuits. In our culture it is disrespectful, but in countries where it is normal, then wear what you feel comfortable with.

Because at the pool or beach is where most people are wearing (very little) I bet you don't walk around town in your boxers or tidy briefs (Please not) lol!
Most girls are just brought up that way! Just wait until you have a daughter!!

because there are a lot of girls wearing the same thing, but in a regular environment not a lot of people do that, and im oretty sure they just dont want all that attention.

in normal places, all wear clothes. so they too feel comfortable. at beaches all strip so they dont feel uncomfortable to strip. there are places in US or may be in ethiopia where women dont actually wear clothes to cover their breasts, since all women there dont cover up;
