Do they feel shy of speaking HINDI ?
Why hindi language is being insulted by actors,politicians ,etc ?

Why? Our Prime Mr Singh and President Smt Patil can and do address in Hindi!
Actors (do u mean Hindi actors?) always do whatever others ask them to do - like film directors, choreographers, fight directors, speech directors, secretaries, their moms, etc. Just they almost dont know anything, let alone Hindi.
Politicians (again, u mean Hindi speaking) dont insult Hindi, or any other language. they provide stuff for cortoonists continously; in the process one may find that something/one is insulted!
Nevertheless, dont ever think anybody can ever insult an entity like a language, particularly great ones like Hindi, Kannada, etc!

First of all most of our politicians can't make a proper speech.Sonia Gandhi,Pratibha Patil and Manmohan are awful speakers.Very few leaders can pull off a good speech extempor,Lalu Yadav being a good example.
Coming to your question,they speak in English in the parliament so that it would be more convenient for leaders from the south(who might not understand Hindi very well).They always speak in Hindi when addressing public gatherings.

You're in the American, section, man. Hindi isn't our nat'l language. If you're referring to an Indian P.M. or President, then I'm not sure. I would expect them to give speeches in Hindi, but I do understand English, seeing as how it's the most widely spoken language in the world and is the language of diplomacy, much like French used to be. However, why they don't give them in both languages is quite baffling...

You did not state where you were located SO I am assuming your in the US. I will just give my opinion in general. Hindu should not be insulted, by no means. But if your in the US, we speak English, that is our language, public forums, speeches, etc so not need to be in another language. One thing I cannot stand is to call a business & have to press 1 for English or 2 for Spanish. I believe if your going to live here, then learn to speak English is the least you can do. Other language options should not even be an option in the US.

No. Most of the South Indians does not understand Hindi. More-over, the entire world will listen to it. That's why.
