If you do not have training in there use they are useless to you. If you do not know the difference then you are not trained in either of the martial arts that use them.
Are they legal to own in Houston TX. of course they are but they can only be used for self defense. You cannot carry them around demonstrating your great knowledge, that would be assault.
Any martial arts school will sell the items to their students when they feel the student is ready to learn them. I know of no over teh counter distributors in Houston, but they are available via mail order on the net
