is there any software to convert telugu movies to hindi movies(i.e. dubbing) permanently?

As far as I know, the only way to have a dub for anything is to have the audio already with the video, so if you have an English dub but want Spanish, if the Spanish isn't with the video, then you can't change it. You may be able to find another video or just the audio track with the language you want, but there is no way to convert one language dub to another.
