really sorry to say, but no. there's a clearly stipulated contingency that if you don't use it within the specified period, the money is gone.
that said, community colleges are really cheap, and if you do well enough in the first two years, you can qualify for a lot of grants, scholarships and loans. I strongly suggest talking to an Academic Advisor at the 4 yr. college that you wish to eventually attend about requirements for transfer. Then talk to the CC Advisors, and sign up for classes. You'd be surprised how qualified you are as a veteran in the eyes of the colleges to receive grants etc. I received a lot of money for a 4-yr. after transferring b/c I was proactive, financially independent, over 24, a veteran, and I wrote a good admissions essay.
they want a diverse student body... and there aren't many vets around. don't let the GI bill thing stop you! best of luck.

That's a tough call. Technically we are called to tithe on all income. But if that stipend you are getting goes directly to pay certain things, then do you even have access to it? I would say to tithe on it if you can do so without going into debt. Best wishes for school! Hope it goes well.

No you can't, sorry.
I suppose if you were in a coma or something for the past 10 years they might be willing to work something out with you... Otherwise you're SOL. =(
