This verse pertains to the sinners prayer and prayer for salvation
Matthew 7,8
For every one that asketh receiveth; and he that seeketh findeth; and to him that knocketh it shall be opened.
I. Prayer is a privilege extended only to Christians.
A. God does not hear sinners (John 9:31).
1. “Sinners” literally, means one who misses the mark. It denotes the wicked or criminal. Specifically, it means those outside of Christ.
2. Must be a worshipper of God and a doer of God’s will (1 John 3:22).
B. Sin has always been a hindrance to prayer (Psm. 66:18; Isa. 59:2).
C. God hears the righteous (1 Pet. 3:12).
II. We often hinder our own prayers
A. Lack of faith (Jas. 1:5-8; Mark 11:24).
B. We ask amiss (Jas. 4:1-3). Amiss means “evilly” or “out of bounds.” The intent of our asking is for our own pleasure.
C. Lacking forgiveness (Mark 11:25-26).
D. Praying for show (Matt. 6:5-6).
E. How we pray.
1. Repetition (Matt. 6:7).
2. Made in pretense (Mark 12:38-40). Pretense means to cloak. For example, by making a long prayer the person appears to be religious though he may only be doing so for show.
F. Relationship with spouse (1 Pet. 3:7).
III. God answers according to His will.
A. Prayer answered hundreds and thousands of years later (Heb. 11:13-16).
B. His answer may not be in agreement with my will (1 John 5:14-15).
1. If we ask according to His will. How do we know? Study!
2. Paul’s thorn in the flesh is a good example (2 Cor. 12:8-9).
IV. Can a Christian obtain forgiveness through prayer though sinful?
A. Simon the sorcerer was told to by Peter (Acts 8:22).
B. Of course, you can always ask another to pray for you (Acts 8:24; James 5:16).
Prayer is an honor and one which we must handle respectfully. Our sins, our actions, our words, our relationships and even how we pray can all hinder our prayers from being heard. God does not answer all prayers. The main reason is the simple fact that we often do not deserve for our prayers to be heard due to any number of reasons already mentioned.

If God were to answer every prayer the way we wanted it, a couple of things would happen: First, our world would be more chaotic than it has ever been. Second, were would be the need for faith. If we knew that God was going to answer our prayer what would be the point in having faith because we knew God would come through for us all the tiime. God has the ultimate plan for each of our lives. If prayers were always answered each of us would have the plan for our own lives mapped out. There have been so many times when I have asked for something in prayer and God has said no. In retrospect though I am often glad God said no because what he had planned is often even better than what I asked prayer for or i realize that what I wanted is not that important.

The Bible does say that He does hear when we pray to Him, and will even answer every prayer. However, one thing you must understand is that when it says He will "answer" your prayer, that does NOT mean that He will "grant" it. I have heard it put this way: "God answers every prayer in one of three ways: yes, no, or later." When you ask something of God, if it is in line with His will, He will give it to you. (Luke 11:9) But we don't see things the way God sees them (Isaiah 55:9) so sometimes we have to be patient and trust that He knows best.
"Now this is the confidence that we have in Him, that if we ask anything according to His will, He hears us. And if we know that He hears us, whatever we ask, we know that we have the petitions that we have asked of Him." (1 John 5:14, 15)

I 'm sorry, but I don't know where the scripture is. However I can tell you God always answers every prayer. You may not like the answer, or even know you got one, because you didn't get what you wanted. But He knows what's best for you and it will come to you in time. If you ask for a pony and don't get one, it's because He knows it's not what you need. He will give you everything you need to have happiness. It's up to you to graciously accept what he gives you and to make the best of your life.

God does answer all prayers -sometimes just not in the way we think He should. Sometimes the answer is no, other times it is not now, other times it is yes.
It is like a loving parent with their child. We may say no, yes, or wait till you are older.
God loves us and knows what we need even before we ask. He provides all that we need but not all that we think we want.
Mark 11:24 Therefore I say unto you, all things for which you pray and ask, believe that you have received them, and they shall be granted you.

Sometimes no answer is an answer. I don't know if it specifically says he answers every prayer. Prayer helps there is no doubt of that, but it is not to change God's mind and grant us this or that. Prayer is so we receive the mind of God's will in our life and the ability to accept it.

To be truthful God does not answer every prayer. A good example can be found in the book of Isaiah 1:15. In order for our prayers to be answered we must be obeying God to the fullest extent and not be hypocritical about it as the Jews of ancient times were guilty of doing. But of course God is the ultimate judge in which prayer he will answer.

Just because God doesn't answer like we think or wish he would, doesn't mean he didn't answer.
Isa 55:8 "My thoughts are not your thoughts, and my ways are not your ways," declares the LORD.

There are times when we pray to God and He doesn't seem to answer. Does that mean God is not real? Not at all. It means sometimes, just like our physical parents, God answers with a "No."
Do our physical parents give us everything we ask for? I know my oldest daughter didn't get everything she asked for. When she was 8 years old, she asked for an allowance—of $10,000!
James gives us a clue as to why God doesn't always give us what we think we need: "Yet you do not have because you do not ask" (James 4:2).
God expects us to ask Him for what we need! It is no excuse to say, "Well, He already knows what I need." We need to ask.
Even when we ask, we don't always get what we ask for. Why? James explains, "You ask and do not receive, because you ask amiss, that you may spend it on your pleasures" (James 4:3). Sometimes we ask for the wrong thing.
We also need to be close to God. James writes, "God resists the proud, but gives grace to the humble. Therefore submit to God. Resist the devil and he will flee from you. Draw near to God and He will draw near to you. Cleanse your hands, you sinners; and purify your hearts, you double-minded... Humble yourselves in the sight of the Lord, and He will lift you up" (James 4:6-8, 10).
does God answer all prayers, No. but to only those that truely seek Him.
Joh 9:31 Now we know that God heareth not sinners: but if any man be a worshiper of God, and doeth his will, him he heareth.
