Phone interview is to weed out the "maybe" pile of resumes.
I use to clarify the position -- duties, location, hours. I also tried to find out what pay range the applicant wanted. No sense interviewing someone who expected $10K more than the max pay.

But the biggest thing I looked for was telephone manners, voice, and ability to speak coherently.

Yes, we always had face to face interviews.

Phone interviews are not the best way to interview, but they do save time.

I would prepare the same way you would for a normal interview, depending on how much you want the job even get dressed up. The more you feel professional, the better you will seem on the phone.

I phone interviewed a guy once and it was clear he was still in bed (and wasn't alone) it came across very clearly that he wasn't professional and shouldn't get the job...treat it formal. There is nothing wrong at the end of it to ask if you could come by their office to meet the person face to face, even if you just suggest it is simply to say hello and see the workplace for five minutes so you have a better idea what the job will entail. That should impress them, and if they say no, you should ask yourself why not?????

Same as an in person interview, except your looks aren't going to help you any.
