I'd like to think that there's no such thing as a waste of "perfectly good DNA" and that it's merely badly replicated DNA just waiting for NER to occur on a grandiose scale.

A waste of perfectly good DNA? If they are a waste they did not get the perfectly good DNA.

No, because chances are, if that person really does suck, its in their DNA. So the more correct statement would be "a perfectly good waste of life".
