"ttesa" is a slangy expression of "dasoudesu" "demo/shikashi/temo" "nazenara" "soredemo" when add"ttesa" to end of the words or add "da" to "ttesa".

Kyou wa ame ga huru soudesu. →Kyou wa ame ga hurundattesa.
sorewa machigae desu. →sorewa machigae dattesa.

Bokumo, itsukawa syusse sitaiyo. →Bokudattesa, itsukawa syusse shitaiyo.
demone, watashidatte doryokuwa shitawayo.→dattesa, watashidatte doryokuwa shitawayo.

kyou wa ohuroni haittara ikenaitte iwaretano, nazenara kaze wo hiitakara. → kyou wa ohuroni haittara ikenaitte iwaretano, kazewo hiitakara dattesa.

凄い例題って言われたってさ、私頭悪いからしょうが無いじゃん。(I used "ttesa" in this sentences as "but")

It doesnt mean anything unless you know the word before that
In English it is like _ _ _ _ I heard.

it is ending of a sentence
it may mean "said that" but sometimes in casual speech is added without any reason
sa is emphasize (or something like that) ending....
by itself does not mean anything I think...
