More likely than not they are lipomas (benign fatty tissue growths). If they are, they are harmless and mainly a cosmetic problem, unless they are hindering her walking.
But you need to have them checked out by a vet. Nobody can give you an accurate diagnosis over the net.
If they are hard, it is possibly a cancerous growth and needs to be looked at by a vet. Lipomas, are soft, not hard, so soft lumps are generally no cause for concern, but hard bumps are.
You need to get her seen by a vet, because if it is cancer, it can spread and cause bigger problems, but if caught and removed early, they can be removed with little pain to the dog and cause no further damage. Plead with your parents to take the dog to the vet and get her treated.

Those are fatty tumors
and if they get infected
or become necrotic
(that means that the tissue inside
the tumors are dead or dying),
then they are going to smell.
Take the pooch to the vet,
as soon as possible
and have them checked out.
Some older dogs get similar
tumors that can develop into
cysts and in some cases,
cancer.
Better to be safe than, sorry.

You should defiantly go to the vet to be sure, it could just be fatty deposits tho, which isn't a big deal it just looks bad. but go to a vet just in case its something serious
