It rains here in Souther California almost every year during Sukkot.

Sukkot is still going on, it finishes on Wednesday night when Shemini Atzeret starts. In Israel, it tends not to rain and the prayers for rain start on Simchat Torah (Thursday in Israel, Friday everywhere else).

It is supposed to be a sign of God's displeasure if it rains in Israel on Sukkot.

No, no rain here in Israel. September is the last of the dry summer months in Israel, the winter rainy season generally begins in October. Sukkot often does take place in October rather than September, but even then it's only the beginning of the winter season so rain is still fairly infrequent.

sukkot's not over but so far no rain -although like a week ago there was some rain.
