Lynseym - Northern Ireland is part of the UK (though not part of Great Britain (I'm from Northern Ireland). All children require a passport if travelling outside UK and a child's passport costs £45. It takes around 3 weeks to process. You can also "fast track" an application if passport required quickly but you need to make an appointment at the Passport Office and a child's passport obtained this way costs £80. Children 15 or under can only get a 5 year passport. Children 16 and over can apply for a 10 year (adult) passport. Passport applications can be made online (you fill out the form online and the Passport Office then verify the information and send the form to you for signature and photographs, etc). Doing it online is better as they will inform you when they send you the completed form if you have omitted anything or made errors, etc. The web address for online applications and all information regarding passports is www.passport.gov.uk

When I was 16, my class travelled from Ireland to Paris on a school trip. We all provided a passport photograph (non-smiling) and birth certificate, and the school then applied for a group ID for the whole group, who were all known to them, and would be travelling with the group at all times. We all received a temporary passport which served as our photo ID at the airports, and was less expensive. It was only valid for a few months. Talk to the school about this. Maybe that is still an option? It is in the UK. Also, he won't need a visa if he is a citizen of a country which is a member of the EU.
If you need to get him a passport, many countries offer a better deal if you apply at off-peak times for a passport. Also that it might be worth getting a long-term one for him - instead of a year's passport, maybe opt for one for 10 years. Even if he doesn't need an actual passport, he can't travel by air without a valid, official photo ID to show the airlines and to airport police, and he won't have a driving licence, so a passport is the best choice. I would make sure that he gets to choose his photograph.
You don't mention where you are based, but I'm guessing Britain, so here are links which might help you. The UK foreign office says that you need a 10-year passport even for a day-trip abroad.

Yes,
It depends where you're coming from though.
I went to Paris when I was 15 and I think the school had this sort of group passport thing and we had some other id but not passport... I might have changed now though, so I suggest you contact the school, and also get a passport for your son as soon as possible, because it sometimes takes a while to process.

Yes. I'm surprised the school personnel hasn't told you that. You need to apply at least 3 months in advance and it's going to cost $82. You can find all of the information you need here:

Yes, and it needs to be HIS OWN passport - not a name on yours or anyone else's. The passport will also need to have a few months life in it after his return date.

Yes, he'll need a passport. He may also need a notarized letter (signed by a notary and both parents) that states both parents have given permission for him to leave the country. I had to have that when I was 17 for an international trip.

Yes< I would recommend the county birth certificate also along with a state sponsered ID card from the DMV. More identification the better.
