From the website of the people who made the hardware would be the obvious answer.

Almost certainly free - they make the moeny on the hardware - and also almost certainly the only software that will actually drive that specific tuner.

I found some on sourceforge. It depends on what operating system you are running and what hardware you have. You can get drivers and software for most Brooktree based cards on Linux.
