When I buy or sell a car, I take the title to the county clerks office and then have the seller sign the title in front of them and they will notarize it for you. Then at the same time, the buyer registers the car and gets it out of the sellers name. The seller is still legally responsible for the damage that the car does while it is still in his name.

create a bill of sales, get it noterized. take that to your vehicle registration center with the title and they will take care of the rest.
