There's no actual portrait. There is a book called "A Picture of Dorian Grey" in which a portrait of him is central to the plot, but the book wasn't written about a real painting. The author was Oscar Wilde.

Amazingly enough, Dorian gray was actually not a portrait at all but a
picture of a ship that sank in gloustshire after the great flood washed it down the thames right on through angels gate and out into the harbor where wellington lost his right arm
in a fight over the right to wash the queens mare. Seriously, was wilde comparing the classes when he chose grey?
or was he merely pointing out the vississitudes of life? My ex was sort of like that though, all beauty and sunny in the morning but it was all down hill after 5pm. The actual question is who
painted ocar wilde? I'll chew on a gummy bear while I wait for her ladyship to contemplate Earnest's importance.

No wait..that is the person that destroys the painting. Er...yeah he painted it too.
If you mean the actual painting in the movie (1943), that was done by Ivan Le Lorraine Albright
