Years ago I borrowed a very sharp, V-shaped tool from a girlfriend. It was about 6 inches long and had a plastic handle. You ran it along your (dried-up) cuticles and neatly cut them out. What's this called? Know where I can get a new one?

It's called cuticle nipper, it's a professional tool for manicure. You can find it at most cosmetic counter.

You can also use exfoliators. They usually contain caffeine, or salycilic acid etc.
