You can use the apron to qualify for time bcuz they are trying to get the fastest time...... during the race its harder on the cars to race down on the apron and you wont see them hit it on the turns either, usually only in the straight away and they usually will cross it on the last lap to try to get that better finish time....it also depends whether the apron is "out of bounds" or not!!!

Usually you cannot use the apron in a race if the line is yellow, however if the line is white, like lowes for example you can use it, in fact drivers use it, but putting the left fron tire below the white line to help a car that has a tight condition, the gamble with this is, that it can whip that car around very quickly. You cannot go below the lines at Talladega or Daytona, not only becuase of blown engines, but it is also safety factor as well.

because if someone blows an engine they use the apron to get out of the way. If drivers are running 180mph on the apron and a car with engine trouble is trying to get to the pits at 75mph, the driver going 180 may not see them or have time to react. The impact could be deadly. The rule is for safety. During Qualifying, ther are no other cars to worry about.

The Yellow line rule is used at tracks where the cars are using restrictor plates. All other tracks, you can go below the yellow line.
Why don't drivers go below the yellow line? Near the yellow line is the edge of the track, dirt, grass, bump strips, marbles and debris, along with the the banking being flat instead of angled. Any of these things can upset the car and make it harder to drive. So in most cases, it is better to stay above the yellow line.

During a race, you cannot go below the yellow line to better your position in the race (to pass). During qualifying, you are not passing anyone.
