I havent graduated HS yet but I was thinking about starting an engineer firm. My ultimate goal is to start one that operates in many countries like England and Japan.

To start an engineering firm you'll need your Professional Engineer (PE) license.

To get your PE you will need a bachelors degree in Electrical, Mechanical, Civil, or other engineering discipline. You'll also need a few years of related experience. Click on the link below for a description of PE requirements for various countries.

Professional Engineer is the term for registered or licensed engineers in some countries, including the United States and Canada, who are permitted to offer their professional services directly to the public.

The term Professional Engineer and the phrase practice of professional engineering is legally defined and protected both in Canada — by the provinces — and the United States — by the states. In most jurisdictions only registered or licensed Professional Engineers are permitted to use the title, or to practice Professional Engineering.

The earmark that distinguishes a licensed/registered Professional Engineer is the authority to sign and seal or "stamp" engineering documents (reports, drawings, and calculations) for a study, estimate, design or analysis, thus taking legal responsibility for it.

That depends on what kind of engineer you want to become. If you are interested in Civil Engineering (designing buildings , bridges, roads, etc.) a Bachelors degree will be required, as well as passing the Engineer in Training (EIT) exam your senior year of college. You'll then need several years of experience working with a PE to earn your PE. Then you'll have enough street cred to start your own firm and build it into an international company.

If you are interested in other types of engineering (Mechanical, Electrical, Chemical, etc.) you'll have to do some more school work. To start your own firm you will have to provide a specialized service or competence which usually only comes from university level research. So a PhD and several years experience running you own lab will be required.

You do not need any degrees to start an engineering firm, all you need to do is hire engineers with degrees to do the work for you.
